Sanya recently launched a plan to build an international tourist resort in 2022-35, which planned 117 key projects with a total investment of more than 138.5 billion yuan ($19 billion).

It is proposed in the plan that by 2025, Sanya will have made a key breakthrough in the construction of international tourist resorts and will become a national-leading tourism destination with great international influence. The city will attract global tourism innovation elements, optimize the tourism product structure, extend the industry chain, as well as integrate and innovate its tourism industry.

According to the plan, Sanya will become a top tourist destination in China and the world by 2035. A high-quality tourism consumption supply system, a superior tourism consumption environment system, a sound quality standard system, and a sound tourism consumption policy system will be formed in the city by then.

The plan proposes to build a spatial layout of "one core, two axes, and three belts," relying on key industrial clusters.

"One core" means taking Sanya's central urban area as the core area of international tourist attractions. "Two axes" refers to plans to build an "eastern fashion consumption development axis" and a "western culture and tourism integration development axis" in Sanya. "Three belts" refers to the construction of a coastal experience tourism belt focusing on boutique cruise ships, fashionable yachts, marine health care, and coastal leisure, a leisure vacation tourism belt focusing on leisure shopping, leisure villages, leisure weddings, leisure sports, and leisure health care, as well as a cultural theme tourism belt focusing on cultural sightseeing, food culture, science, education, and research.
