Residents evacuated amid Liaoning floods

Coastal flooding struck multiple areas in Panjin and Yingkou cities of Liaoning province early Monday morning, submerging residential buildings.
Local firefighters and rescue teams evacuated 234 residents to safety, with no casualties reported.
The national marine environmental forecasting center issued a blue alert for storm surge on the afternoon of Oct 21, with coastal water levels expected to rise by 40 to 90 centimeters.
Meteorologists said the flooding was caused by a combination of storm surge and astronomical tide.
