State Grid conducts capacity expansion project ahead of peak summer season to ensure reliable electricity supply

After the dispatch order was issued, the fourth main transformer of the 500 kilovolt Jiangbin Substation in Shaoxing, Zhejiang province, was energized and entered the trial operation at 22:24 on May 27. This power substation standing on the bank of the Cao'e River completed its capacity expansion and upgrade, marking a new guarantee for Shaoxing's power grid to cope with the peak summer season.

Jiangbin Substation is the largest in terms of area and scale among the 500 kV intelligent substations in Zhejiang province, and it is also the seventh 500-kV-scale substation in Shaoxing. In this expansion, its fourth main transformer was added with a capacity of 1 million kilovolts-amperes. Additionally, one of each of the 500 kV and 220 kV main transformer feeders was expanded. Two sets of 60 megavolt-amperes parallel capacitors were installed on the low-voltage side of the fourth main transformer. The successful commissioning of the project will greatly meet the growing electricity demand in the Shaoxing and Ningbo regions and inject strong momentum into the emerging industrial clusters on the southern coast of the Hangzhou Bay area.

"Based on the new construction project of Jiangbin Substation, a winner project of the National Quality Engineering Awards Golden Award, this expansion project followed the principle of the gold award winner's process. The construction team optimized the operation process, refined the acceptance checklist, achieved full coverage of quality control, and ensured continuous improvement in project quality," said Mao Kaiping, a project manager from Zhejiang Provincial Power Transmission and Transformation Engineering.

Since the project kicked off in August 2024, the project team members of Zhejiang Provincial Power Transmission and Transformation Engineering have scientifically formulated construction plans, strictly implemented a management mechanism of daily inspections, weekly scheduling, and monthly summaries, clarified key project milestones and dynamically adjusted construction plans. They achieved zero safety accidents, zero retention of quality defects, and zero delays in milestone progress, setting a management benchmark for the peak summer project construction. Faced with challenges such as typhoons, prolonged high temperatures, and a shortage of construction personnel, the team conducted field visits to similar projects and optimized operation plans. The resident safety officers monitored the project closely and quality inspectors checked the project orderly. By developing detailed construction plans and technical measures as well as coordinating the orderly entry of construction sites, personnel, and equipment, the team members completed all electrical installation tasks with quality.

Meanwhile, State Grid Shaoxing Power Supply Company collaborated with multiple specialties to conduct preliminary site surveys, proposal preparations and other work. They strictly controlled the safety boundaries of primary and secondary equipment to ensure orderly and safe project construction and mobilized technical backbone personnel from various specialties such as operation and maintenance, inspection, and metering to form eight professional acceptance teams. They conducted an itemized acceptance of the expanded equipment. Such efforts ensured the acceptance of quality equipment and the healthy operation of the equipment. During this period, to minimize the impact of power outages, State Grid Shaoxing Power Supply Company coordinated various parties, adopted a collaborative construction mode and synchronously advanced the Liangzhu and Yuanjin transmission and transformation projects. Through precise scheduling, it is expected to reduce the number of 220 kV busbar outages by four times, cumulatively compressing the outage time by 12 days, ensuring continuous production for local enterprises and stable power supply for residents.

The operation of this project will effectively meet the long-term power development of the northern areas such as Binhai and Shangyu. By scheduling to achieve efficient allocation of grid resources, overall improvement of the security and stability of the power supply, the company managed to provide a power guarantee for economic and social development.
