Government-enterprise collaboration to build a 'green line' for heavy-duty truck transportation

Along the winding national highway section in Jiande, Hangzhou city, Zhejiang province, heavy-duty trucks loaded with cargo pull into new energy charging stations. Shuttling between logistics hubs and industrial parks, these trucks operate quietly—no longer "major diesel consumers" or "mobile pollution sources". Leaving a trail of zero carbon emissions behind them, they have created a genuine "green transportation line". Behind all these changes lies the achievement of the local government and power supply companies working closely together to advance the construction of a charging network for new energy heavy-duty trucks.

The bottleneck in the electrification transformation of heavy-duty trucks lies in the "difficulty in charging", particularly the shortage of dedicated charging networks that support high-power and fast energy replenishment. To address this challenge, under the overall coordination of the Jiande Municipal Government, the State Grid Hangzhou Power Supply Company has carried out supporting guarantee work such as line reconstruction and additional distribution transformers. Together, they have advanced the construction of an "energy charging and swapping corridor" and innovated the model of "night off-peak electricity charging + daytime photovoltaic energy replenishment". In September 2024, the Shijia Integrated Energy Supply Station (integrating photovoltaics, energy storage, charging, and swapping) — Hangzhou's first charging and swapping station dedicated to heavy-duty trucks — was successfully put into operation. With an installed capacity of 6,450 kVA, this project is equipped with 94 fast-charging piles and a 2,560 kW battery swapping station. It can provide energy supply for over 130 heavy-duty trucks to travel more than 50,000 kilometers per day, and save electricity costs by over 1 million yuan annually. Currently, three supporting charging stations have been built along the main logistics routes in the Jiande area. There are plans to build another seven supporting charging stations by the end of 2026, aiming to construct a charging network for new energy heavy-duty trucks. This initiative will promote energy conservation and carbon reduction, and help transportation enterprises of the State Grid Hangzhou Power Supply Company reduce costs.

During the project construction phase, the State Grid Hangzhou Power Supply Company implemented the project manager responsibility system and set up a dedicated service team. The team conducted research on the transportation routes and vehicle parking habits of major logistics parks, mines, and large manufacturing enterprises across the city, carried out scientific site selection, and formulated a three-step strategy for charging station construction featuring "first trunk lines, then branch lines; first hubs, then the whole area". Additionally, it opened a green channel to realize "one-stop" approval for the project, shortened the electricity handling time, and accelerated the project's completion and operation.

Meanwhile, the State Grid Hangzhou Power Supply Company has introduced a special electricity price support policy. It settles electricity fees at preferential market prices lower than the industrial and commercial electricity prices and waives the collection of basic electricity fees. These measures have significantly reduced operational costs and injected strong impetus into the "switch from diesel to electric" transformation of logistics enterprises.

Today, an increasing number of logistics enterprises have started purchasing electric heavy-duty trucks in bulk and building green fleets. Stretching out slowly are the "green transportation arteries" jointly forged by policies and electricity support. These arteries, carrying the dual mission of developing new quality productive forces and safeguarding the green mountains and clear waters, are moving toward a future of sustainable development.
