State Grid Xuzhou Power Supply Company upgrades modes to reinforce grid reliability

To raise the management level of special operating modes in the distribution network and solidify the foundation for reliable power supply, the Dispatching & Control Center of the State Grid Xuzhou Power Supply Company has recently developed and launched a hierarchical-control function for special distribution-network operating-mode adjustments. This is the first time such changes have been managed through a fully digital, end-to-end, and standardized workflow.
Previously, applications for special operating-mode changes were submitted as plain-text forms, leading to imprecise entries and inconsistent formatting. The approval chain was also monolithic, limited to an intra-department review, which fell short of the need for transparent, risk-based, and tiered oversight of special operating modes.
Targeting these pain points, the center focused on the complete "preparation–review–execution–archiving" cycle. First, the center established a standardized closed-loop process that spans the entire life cycle of every mode change, ensuring each step is standardized and fully traceable. Second, leveraging the company's graphic distribution-network platform, the system supports object-level equipment selection and standardized change descriptions; it automatically calculates operational risk and the number of affected customers based on the adjustment details, markedly improving management precision. In addition, the center has built a normative, hierarchical joint-review mechanism that strictly follows the principles of "shared information, joint review, and collective accountability", enabling layered, cross-department online collaborative review and closed-loop management, so that every special operating-mode adjustment remains dynamically controllable and its impact is minimized. The integrated application of these three capabilities has strongly advanced the closed-loop and lean management of special operating modes.
The launch of this function employs digital means to conduct in-depth analysis of potential risks under special operating modes and automatically generate optimized operation recommendations, greatly streamlining the management process, enhancing the grid's ability to handle complex scenarios, and providing smarter and more robust support for the safe and stable operation of the distribution network.
