The move is part of a wider strategy to help small and medium-sized

minister said.

encourage social cohesion," Sioufas said.
文中tone up的意思是"增加，提高"，例如：Exercise tones up the
muscles.（運(yùn)動(dòng)使肌肉強(qiáng)化。）與其對(duì)應(yīng)的tone down 為"緩和"的意思。如：The newspaper toned down its
