國務(wù)院總理李克強21日出席世界經(jīng)濟論壇2015年年會全會，并發(fā)表題為《維護和平穩(wěn)定，推動結(jié)構(gòu)改革，培育發(fā)展新動能》的特別致辭。李克強說，當前，中國經(jīng)濟發(fā)展進入新常態(tài)，增長由高速轉(zhuǎn)向中高速。中國經(jīng)濟要實現(xiàn)中高速發(fā)展，必須用好政府和市場這“兩只手”，開啟“雙引擎”。

China's economy is not heading for a hard landing, as there are two engines for China's economic growth in the future: the government reforms and the market, Premier Li Keqiang said at the World Economic Forum in Davos, Switzerland, on Jan 21.

李克強總理21日在瑞士達沃斯的世界經(jīng)濟論壇上表示，中國經(jīng)濟不會出現(xiàn)硬著陸，因為我們的經(jīng)濟增長由政府改革和市場“雙引擎”驅(qū)動。

“雙引擎”的英文表達就是double engines。這是李克強首次引用這一表達，他形容政府改革和市場為“兩只手”：the hand of the government and the hand of the market?！半p引擎”也被理解為“克強經(jīng)濟學(xué)（Likonomics）”的核心概念（core concepts）。

李克強說，中國的經(jīng)濟潛力（economic potential）依靠的是其巨大的國內(nèi)市場（the huge domestic market）、中國人民的勤勞（the hard work of the Chinese people）和良好積極的治理（good and proactive governance）。一個更加自由的市場和政府改革將促進中國的經(jīng)濟增長，市場的功能就是推動大眾創(chuàng)業(yè)、萬眾創(chuàng)新（encourage people to do business creatively and drive innovation），而政府改革則提供了基礎(chǔ)設(shè)施和公共產(chǎn)品、公共服務(wù)（provide infrastructure construction and public goods and services），用“雙引擎”助力“雙中高（maintains medium-to-high speed of growth and achieves medium-to-high level of development）”，中國經(jīng)濟就一定能夠擺脫“中等收入陷阱”的“魔咒”（overcome the "middle-income trap"），走上持續(xù)健康發(fā)展（sustainable and sound development）的軌道，同時為世界經(jīng)濟帶來更大機遇。
