近日，攜程公司宣布在內(nèi)部推行“鼓勵生育”措施，一躍成為中國網(wǎng)絡(luò)上的熱門話題。

Ctrip, an online travel agency, is offering interest-free loans to staff who have to pay social maintenance fees because they break the family planning policy by having more than the permitted number of children.

攜程旅行網(wǎng)將向不符合計劃生育規(guī)定、多生育子女的員工發(fā)放無息貸款，來幫助他們繳納社會撫養(yǎng)費。

“社會撫養(yǎng)費”就是social maintenance fees，也就是我們常說的“超生罰款”。攜程規(guī)定，無息貸款（interest-free loans）的額度不超過社會撫養(yǎng)征收繳納金額（the government's drafted social maintenance fees），而且原則上不超過年度稅后收入（after-tax income）的3倍。最高金額不超過人民幣20萬。還款時限（the repayment period）不超過120個月。

2014年年底，國務(wù)院發(fā)布社會撫養(yǎng)費征收管理條例，為社會撫養(yǎng)費征收標(biāo)準(zhǔn)設(shè)置了上限（upper limit），即不超過當(dāng)?shù)仄骄芍涫杖耄╰he average disposable income）的三倍。據(jù)此計算，一個上?！俺奔彝タ杀涣P款16萬元。
