教育部副部長林蕙青在第二屆語言測試與評價(jià)國際研討會(the 2nd International Symposium on Language Assessment and Evaluation)上透露，教育部正在組織研制中國英語能力等級量表(scale)以及與之配套的國家英語能力等級考試(national graded examinations in English proficiency)。這意味著，我國將建立起一個(gè)統(tǒng)一的英語測評體系(testing and rating/assessment and evaluation system)。

據(jù)林蕙青介紹，過去兩年里，在國內(nèi)外100多位專家學(xué)者(more than 100 experts and scholars from home and abroad)的共同努力下，中國外語能力(foreign language ability/proficiency)測評體系建設(shè)進(jìn)展順利。中國英語能力等級量表已完成主體研制，預(yù)計(jì)2017年正式對外公布(be officially released)，國家英語能力等級考試計(jì)劃在2020年前逐步推出(be launched step by step)。

廣東外語外貿(mào)大學(xué)副校長劉建達(dá)教授說，中國約有3億英語學(xué)習(xí)者(English learners)，但各教學(xué)大綱(syllabuses)缺乏連貫性，各類考試缺乏統(tǒng)一標(biāo)準(zhǔn)(unified standard)，人們需要應(yīng)對種類繁多的英語考試(take a variety of English tests)，所以急需研發(fā)統(tǒng)一的英語能力量表及相對應(yīng)的等級考試。新制定的中國英語能力等級量表將劃分為九個(gè)等級(nine grades)。其中，一二級大致對應(yīng)小學(xué)水平，三級對應(yīng)初中，四級對應(yīng)高中，五六級對應(yīng)大學(xué)，七級對應(yīng)英語專業(yè)，八九級對應(yīng)高端英語人才(senior-level English language talents)。每個(gè)等級在聽說讀寫(listening, speaking, reading and writing)、翻譯、語言知識(linguistic knowledge)等方面都有不同的要求。
