7日，《中華人民共和國(guó)監(jiān)察法(草案)》全文(full text)在中國(guó)人大網(wǎng)首次公布，向社會(huì)公開(kāi)征求意見(jiàn)(solicit opinion)?！侗O(jiān)察法》草案(draft law on supervision)共10章67條，對(duì)監(jiān)察機(jī)關(guān)的監(jiān)察范圍、職責(zé)、權(quán)限、程序等都進(jìn)行了規(guī)定，同時(shí)明確了對(duì)監(jiān)察機(jī)關(guān)和人員的監(jiān)督、法律責(zé)任等。

草案規(guī)定，中華人民共和國(guó)監(jiān)察委員會(huì)(supervisory commission)是最高國(guó)家監(jiān)察機(jī)關(guān)。省、自治區(qū)、直轄市、自治州、縣、自治縣、市、市轄區(qū)設(shè)立監(jiān)察委員會(huì)。中華人民共和國(guó)監(jiān)察委員會(huì)由全國(guó)人民代表大會(huì)(the National People's Congress)產(chǎn)生，負(fù)責(zé)全國(guó)監(jiān)察工作。縣級(jí)以上地方各級(jí)監(jiān)察委員會(huì)由本級(jí)人民代表大會(huì)(people's congresses at the same level)產(chǎn)生，負(fù)責(zé)本行政區(qū)域內(nèi)的監(jiān)察工作。
