十一屆全國(guó)人大常委會(huì)第十九次會(huì)議25日下午經(jīng)表決，通過(guò)了車(chē)船稅法。根據(jù)該法的規(guī)定，乘用車(chē)的計(jì)稅依據(jù)將按排氣量大小分檔計(jì)征。

According to the draft law, taxes on vehicles with engines smaller than 2.0 liters, which account for 87 percent of China's cars, will be reduced and vehicle owners should submit tax certificates in order to qualify for a road-worthiness certificate.
根據(jù)草案，2.0升以下小排量車(chē)的車(chē)船稅將會(huì)減少，車(chē)主需要提交繳納車(chē)船稅證明才能辦機(jī)動(dòng)車(chē)行駛證。國(guó)內(nèi)87％的車(chē)輛為2.0升以下的小排量車(chē)。
上面報(bào)道中的road-worthiness certificate就是“機(jī)動(dòng)車(chē)行駛證”，是準(zhǔn)予機(jī)動(dòng)車(chē)在我國(guó)境內(nèi)道路上行駛的法定證件。該證上詳細(xì)記載了許多重要的信息，包括license plate number（車(chē)牌號(hào)碼）、車(chē)主姓名、engine serial number（發(fā)動(dòng)機(jī)號(hào)）和vehicle identification code（車(chē)架號(hào)碼）、載重量或者乘坐人數(shù)、初次登記日期以及annual vehicle inspection（年度檢驗(yàn)）記錄等。
新出臺(tái)的vehicle and vessel taxation（車(chē)船稅）是按機(jī)動(dòng)車(chē)的engine capacity（發(fā)動(dòng)機(jī)排量）來(lái)分檔計(jì)征的，旨在提高energy efficiency（能源效率）和公眾的environmental awareness（環(huán)保意識(shí)），鼓勵(lì)人們購(gòu)買(mǎi)和使用fuel-efficient vehicles（節(jié)能車(chē)）。
