第三屆核安全峰會(huì)24日在荷蘭海牙舉行。中國(guó)國(guó)家主席習(xí)近平出席并發(fā)表重要講話(huà)，介紹中國(guó)核安全措施和成就，闡述中國(guó)關(guān)于發(fā)展和安全并重、權(quán)利和義務(wù)并重、自主和協(xié)作并重、治標(biāo)和治本并重的核安全觀，呼吁國(guó)際社會(huì)攜手合作，實(shí)現(xiàn)核能持久安全和發(fā)展。

Chinese President Xi Jinping elaborated on his country's approach to nuclear security at the third Nuclear Security Summit (NSS) on Monday, urging global cooperation for nuclear energy's lasting security and development.
中國(guó)國(guó)家主席習(xí)近平周一在第三屆核安全峰會(huì)上闡述了中國(guó)的核安全觀，呼吁國(guó)際社會(huì)攜手合作，實(shí)現(xiàn)核能持久安全和發(fā)展。
中國(guó)的“核安全觀”（approach to nuclear security）具體包括四個(gè)方面的內(nèi)容：發(fā)展和安全并重，以確保安全為前提發(fā)展核能事業(yè)（the world should place equal emphasis on development and security, and develop nuclear energy on the premise of security）；權(quán)利和義務(wù)并重，以尊重各國(guó)權(quán)益為基礎(chǔ)推進(jìn)國(guó)際核安全進(jìn)程（rights and obligations should be given same attention, and rights and interests ought to be recognized with international nuclear security process being pushed forward）；自主和協(xié)作并重，以互利共贏為途徑尋求普遍核安全（the international community should attach equal importance to independent and collaborative efforts, and seek universal nuclear security through win-win cooperation）；治標(biāo)和治本并重，以消除根源為目標(biāo)全面推進(jìn)核安全努力（the world should place equal emphasis on treating symptoms and causes, and advance the nuclear security endeavor in all respects in a bid to remove risks at the root）。
為防患于未然，中國(guó)全面采取了核安全保障舉措，著力提高核安全技術(shù)水平，提高核安全應(yīng)急能力（improved technology and emergency response），對(duì)全國(guó)核設(shè)施開(kāi)展了全面安全檢查（conducted comprehensive nuclear security checks on nuclear facilities across the country），確保所有核材料和核設(shè)施得到有效安全保障。
