Zou Bihua (1967-2014)
Xi praised him as an "impartial judge who cared about people".
"The judge, who guarded equity and justice and bravely faced tough obstacles in judicial reform, showed his loyalty to the CPC and the people," Xi said in a written instruction in 2015.

Zou Bihua, former deputy head of Shanghai Higher People's Court, spared no effort to promote reform of judicial personnel and the operating mechanism of judicial power.
He suffered a heart attack in December 2014 and died on his way to a meeting at the age of 47, after devoting himself to a judicial career for 26 years.
