《意見》明確提出，要圍繞旅游、文化、體育、健康、養(yǎng)老、教育培訓等重點領域，通過提升服務品質(zhì)(improve service quality)、增加服務供給(increase service supply)，不斷釋放潛在消費需求(unleash potential consumption demand)：2016年底前新增100家全域旅游示范區(qū)(demonstration area for all-region tourism)創(chuàng)建單位；將已在上海啟動實施的國際郵輪入境外國旅游團15天免簽政策(visa-free policy)逐步擴大至其他郵輪口岸(cruise port)；探索試點游艇租賃業(yè)務(pilot yacht leasing service)；出臺促進體育與旅游融合發(fā)展(promote the integrated development of tourism and sports)的指導意見。

《意見》要求，各地區(qū)、各部門要切實強化領導(consolidate leadership)，不斷研究解決擴消費和服務業(yè)發(fā)展所面臨的新情況、新問題，抓緊制定配套政策(supporting policies)和具體措施(specific measures)。
