中美雙方經(jīng)過(guò)七輪磋商，終于在11月8日就紡織品問(wèn)題達(dá)成協(xié)議，商務(wù)部發(fā)言人說(shuō)，一體化后美方頻繁對(duì)中國(guó)紡織品實(shí)施限制措施，給兩國(guó)紡織品貿(mào)易帶來(lái)了極大的不穩(wěn)定性，中美兩國(guó)業(yè)界強(qiáng)烈要求兩國(guó)政府通過(guò)磋商達(dá)成協(xié)議，為兩國(guó)業(yè)界創(chuàng)造穩(wěn)定的貿(mào)易環(huán)境，維護(hù)雙邊經(jīng)貿(mào)關(guān)系。中美紡織品協(xié)議將于2006年1月1日正式生效。

句中的smooth over 指的是“消除、解決”、“緩和”， 在表示“去掉障礙”，“消除問(wèn)題”時(shí)，常用到這個(gè)詞組。例如：The manager gave her a smile to smooth over her shyness at the job interview.（經(jīng)理對(duì)她笑了笑，以消除她面試時(shí)的靦腆。）；to smooth over a lengthy feud（紓解由來(lái)已久的世仇）。
